| 内容記述 | ロシアによるウクライナへの全面的な侵攻（2022年）は、世界を大きく変え、国際政治の多くの分野に影響をもたらした。ヨーロッパ各国のエネルギー安全保障、世界の食糧安全保障、中央アジアの地政学、日本の防衛政策など、その衝撃が及んだ分野は幅広い。そしてこうした影響は、アメリカの国内政治にも及んでいる。 今日の民主党と共和党は、ありとあらゆる問題をめぐって、対立を続けている。しかしウクライナ危機は、このようなアメリカに「稀な結束」をもたらすことになった。両党は揃ってロシアの「一方的な侵攻」を非難し、ウクライナへの連帯を表明した。ロシアに対する経済制裁と、ウクライナへの武器供与を通して、アメリカはウクライナの領土防衛を力強く支えている。 しかし他方、アメリカの国内政治が、ウクライナ情勢を揺さぶる可能性があることも忘れてはならない。危機が長引くにつれて、侵攻直後に実現した「稀な結束」には、ほころびも見え始めている。特に共和党の側では、「声の大きな少数派」が、現行のウクライナ政策に対する反対の声を強めている。ウクライナとロシアを含め、全世界は、アメリカ国内のこうした動きを注視している。 以上の点を踏まえ、本稿では、ウクライナ危機とアメリカ国内政治の連関について、一考を試みる。ロシアのウクライナ侵攻は、アメリカ社会全体に変化をもたらし、こうした変化については、先行研究でも分析がなされてきた。本稿では、こうした点に加えて、民主党と共和党の間に見られる微妙な差異にも注目する。具体的には、ウクライナ侵攻がもたらした衝撃・影響が、民主党の側でより大きく、より持続的であることを指摘する。 |

| 内容記述 | Russia’s full-scale invasion of Ukraine (2022) has changed the world, and impacted many realms of the world politics, such as European energy security, global food security, Central Asia’s geopolitics, and Japan’s defense policy. And the same is true for the U.S. domestic politics. Republicans and Democrats are opposing each other on almost every issue. But the Ukraine crisis brought the ‘rare unity’ in the U.S. politics. After the invasion, they jointly opposed Russia’s ‘unprovoked invasion’, and showed solidarity with Ukraine. By sanctioning Russia and arming Ukraine, the U.S. robustly helps Ukraine to defend its own territory. But at the same time, the U.S. domestic politics has a potential to make a difference, or change the situation in Ukraine. As the crisis drags on, ‘rare unity’ is beginning to fade away, and vocal minority of Republicans raise voices against ongoing U.S. policy on Ukraine. All the countries around the world are watching these developments inside the U.S. In this paper, I try to figure out the relationship between the Ukraine crisis and the U.S. domestic politics. The Ukraine crisis caused a huge shift in the U.S. society as a whole. But Dems’ shift is bigger and longer than that of GOP. This paper focuses on this fine difference between Democrats and Republicans. |
