| 内容記述 | 筆者は2020年12月上旬から約3カ月間、コロナ禍に直面する米国ハワイ州に滞在し、移民が重要な役割を担う高齢者介護施設の実態を調べた。パンデミック初期には多数の入所者の死亡を伴う大規模感染が発生したナーシングホームがあったものの、大半の介護施設は様々な自主的努力を払い、全米の中では最もクラスター感染を抑え込んだ。移民が経営者であるケースが多い職住一体型のケアホームにおいても「拡大家族」とみなす入所の高齢者への注意深いケアで、行政の支援が遅れた中でもクラスター感染を抑止した。その一方で、従業員の中心となる移民スタッフの帰国などで人手不足が深刻化し、経営者家族の業務負担が重くなる傾向が見られた。介護報酬は低く据え置かれたままであり、長引くコロナ禍によって後継者難に拍車がかかることが懸念される。 | |||||||||||

| 内容記述 | The author has investigated the actual circumstances of the long-term care facilities employing a large number of international migrants in Hawaii where he stayed for 3 months from early December 2020 during the COVID―19 pandemic. Although there was a large-scale infection resulting in a number of resident deaths at a certain nursing home during early days of the pandemic, most of Hawaii’s care facilities have minimized the number of cluster infections by various efforts. The vast majority of operators (mostly international migrants) of the small-sized care homes having one’s workplace at home also have succeeded in preventing their “extended family members” from being infected with their careful assistance even amid the delay in the state government’s support. The author’s interviews also showed that such operators generally suffered from more serious shortage of care staff. The situation placed a heavier burden of work for their family inmates. There is a fear that the prolonged pandemic might accelerate a shortage in successors of those facilities’ partly due to continuously low amount of nursing care compensation. |
